Limited English Proficiency Procedures
The purpose of the Tacoma Housing Authority (THA)’s Limited English Proficiency Plan is to detail the procedures THA will use to identify and assist people who are limited in their proficiency in the English language. It seeks to fulfill THA’s legal obligation to make its services meaningfully accessible to Limited English Proficient (LEP) persons.
The Civil Rights Act of 1964, Title VI (65 FR 52762), is the primary source of this legal obligation. The U.S. Department of Housing and Urban Development (HUD) has also provided “guidance.” See Final Guidance to Federal Financial Assistance Recipients Regarding Title VI Prohibition Against National Origin Discrimination Affecting Limited English Proficient Persons, January 22, 2007 (72 FR 2732).
THA’s various program documents conform to this procedural plan, including its Administration Plan governing its rental assistance programs and its Property Management Policies governing its tax credit/project based housing programs. This document also describes the business processes that put its procedures into operations and where the reader can locate further information.
If you are in need of interpretation/translation services, please feel free to contact THA by phone at (253) 207-4400 or come into one of THA’s offices.
