The Tenant Representatives Action Coalition (TRAC) is a council representing tenants at THA’s senior/disabled properties.
TRAC defines its purpose as:
- To advocate for all residents in the seven senior/disabled buildings
- To confront issues and work to make the quality of life better
- To encourage self-sufficiency programs, safety and education among the residents
- To strive for a working productive relationship with residents and THA staff

We will empower all THA residents to become self-reliant and informed members of our community as well as assist with human and social needs.
The more you are informed and involved in the planning process, the better we can serve your needs. A resident council serves to improve residents’ quality of life and to foster a positive living environment for families in public housing.
Resident councils survey residents about site-specific concerns and find out what issues are most important to residents. Our resident councils have regularly scheduled meetings and have elected officers to improve their living environment, by virtue of resident self-help activities and to move the business matters of the development.
Part of the council’s responsibilities include helping residents get involved in the betterment of their community, with activities such as area beautification, maintaining community reading rooms and computer labs, neighborhood watch and safety programs, and social gatherings. Residents can also voice their concerns and ideas in meetings with THA’s housing operations staff.

Resident Councils may actively participate through a working partnership with the Housing Authority to advise and assist in all aspects of public housing operations. (24 CFR § 964.100)
The Resident Council membership consists of a democratically elected governing board elected by the voting membership. At a minimum, the governing board should consist of five elected board members. The voting membership must consist of heads of households and other residents at least 18 years of age or older and whose name appears on a lease for the unit in the public housing or Housing Choice Voucher Program that the resident council represents. (24 CFR § 964.115(c)).
