The 231-unit development is THA’s largest affordable housing project since New Salishan.
Tacoma Housing Authority and our community partners, the City of Tacoma, Pierce County, Walsh Construction, SMR Architects, JH Brawner and Associates, and funders J.P. Morgan Chase, RBC, and Amazon Housing Equity Fund officially celebrated the groundbreaking of the Housing Hilltop development.
The ceremony, held on the site of the future North Building at 11th and L streets, brought together representatives from federal, regional, and local government as well as the Hilltop community.
Housing Hilltop is the result of a planning process that drew input from across the Hilltop community and aims to address fears of Hilltop losing its cultural identity, losing housing affordability, and retail space no longer being affordable to small and BIPOC businesses.
The project will add 231 new affordable housing units and 13,000 square feet of commercial space to the Hilltop neighborhood, along with housing policies that will allow households that have been displaced from the Hilltop to return to the neighborhood.
Both the North and South buildings are slated to finish construction in 2024.

About Tacoma Housing Authority
Established in 1940, Tacoma Housing Authority provides high-quality, stable and sustainable housing and supportive services to people in need. It does this in ways that help them prosper and help our communities develop equitably. THA develops and manages real estate and provides rental housing. In partnership with thousands of private landlords, it helps families pay the rent in the private rental market. It delivers supportive services to help families succeed as “tenants, parents, students, wage earners and builders of assets who can live without assistance.” THA seeks to do its work in ways that help our community be an “attractive place to live, work, attend school, shop and play,” and that help Tacoma be “safe, vibrant, prosperous, attractive and just.”
